So why does our federal government close down for the summer? Sure all the underlings work year through, but the elected representatives of the legislative and executive branches as well as the appointed members of the judicial branch all hang up their hats in late spring and go on break like over grown students. See you suckers next fall. It's miller time. I understand that these people all work hard and deserve some time off, but such a large break and all at the same time? All the bureaucratic working stiffs that make up the majority of public servants have to stagger their vacation. Why can't their bosses?
Why are these federal positions and schools tied to the agrarian calendar? They don't need to go home to work on the farm anymore. Members of the legislative branch need to spend time in their home areas, but they set aside time for that while congress is in session. The summer is take it easy time, or maybe friendly bar - b - ques with other representatives or their aides who share common goals / political enemies.
The Supreme Court could easily schedual their breaks for a period of time between one case and the next. Make a few decisions over a couple months, take a week or even two in some tropical paradise. Come back ready to lay down the law.
The president spends half of his first four years trying to get elected to a second four years. It is the last job he will ever have. He can take time off when his term is up.
So when we have a national emergency, it takes the government a couple days to even decide to get back to work early and then a couple more to make that actually happen.
I think it's time to reshape the schedule of the government to meet the schedule of the people they work for. These are our representatives and it falls on us to make sure that they are doing what they need to be doing, or that they are replaced with people who will.

Be careful you are suggesting common man hours for the ruling class.
They won't like that.....
That reminds me of a character in Joel Rosenberg's Hour of the Octopus Who kept refering to "our beloved ruling class." funny stuff. kind of a fantasy sherlock holms story.
